Item 2 Please keep lease naming designations consistent; page 2.03-27 references State of Colorado Mining Lease
530113-S, yet Map 2, "Coal Ownership ", shows this same lease as CO-3229.
Response: The referenced page has been reviewed and the redesignated lease number has been noted, consistent
with coal ownership map. Copies of the revised page accompany these responses.
Item 3 Lease information found on revised page 2.03-28 (06117108) differs from the description on the previously
approved page 2.03-28 (rev. 05110106) Lease No. 20. The previously approved description of this lease states that
the lease was between Rocky Mountain Fuels and Energy Fuels, on October 6, 1972. The revised description
(06117108) states that the lease is between Western Slope Mining and Twentymile Coal Company, dated December
27, 2006.
There is confusion in the lease description. The leased areas described in T5N, R86W, 6`h P.M. are described in
two different paragraphs. The lease descriptions.for T5N, R86W, 6`h P.M. are repeated for Section 24, but conflict.
In the first paragraph, the W12SE14 of Section 24 is described, but in the third paragraph, the W12SE14 is described.
Additionally, the first paragraph includes Tracts 39 and 40 in Section 24, yet the third paragraph exempts Tracts
39 and 40 from Section 24.
This lease is also described on page 2.03-33.5 (06117108), with yet a third description of the leased property in
T5N, R86W, e P.M., Section 25. Page 2.03-33.5 describes the lease in Section 24 as W12EI2 and Tracts 39 and
40. However, Map 2 (06126108) shows all of Section 24 as included in the lease.
This same lease description also appears on page 2.03-30 (06117108) under Item 32 "Waranty Deeds ". Please
assure that the description remains consistent in all locations of the same lease description.
Please review this lease description, and map depiction, and correct the discrepancies.
Response: In 2006, Rocky Mountain Fuels sold the subject mineral rights to Western Slope Mineral Company,
LLC, and Western Slope Mineral Company, LLC renegotiated the associated lease with TCC, as reflected by the
revised pages. The subject mineral rights were subsequently sold to NRC-CO 1, LLC, with the associated lease
transferring to this new entity. The pages referencing this lease (includes pages 2.03-28, 30, and 33.5), and the
Coal Ownership Map, Map 2, have been reviewed and revised to reflect current ownership, and for consistency.
Copies of the revised pages and Map 2, accompany these responses.
Item 4 On revised page 2.03-33.3 (07108108) please include the effective date of Federal Lease COC-67514.
