RECLAMATION- PLAN EXHIBIT E (cost) <br />We expect to salvage sufficient topsoil to meet reclamation <br />requirements. Of the 13.68 acres ± in the mined area, only 4.08 <br />acres ± or approximately 30% will need resoiling and revegeta- <br />tion. Observations at the site show that soil on the property <br />has an average salvageable depth of 6 to 8 inches except-in <br />isolated locations under buildings and on existing roads and <br />driveways. Frei will salvage and stock pile approximately 15,600 <br />cy of soil during the life of the mine. In addition, clean dirt <br />delivered during backfilling that will be segregated and stored <br />to cover the area being filled with at least 12 inches. There <br />appears to be more than adequate soils to meet the demand on the <br />areas to be revegetated. <br />The removed topsoil and dirt gleaned from the imported <br />material will be stockpiled around the setback/perimeter of the <br />mined area or placed on a finished area as it is received. This <br />is designed to minimize the effect of mid-plan stoppage. This <br />will place the topsoil where it is needed for reclamation and <br />will reduce the distance it has to be hauled when needed. <br />Usually, this will mean it simply has to be shaped and graded to <br />complete resoiling and seed bed preparation. <br />The area to be revegetated will be returned to at least it's <br />present vegetative condition when reclamation is complete, except <br />in the Commercial Development Area where no revegetation will <br />take place. The Natural Resources Conservation Service (NRCS) <br />report in EXHIBIT i/J -SOILS AND VEGETATION section indicates that most of <br />the undisturbed area on this site should have a native grass <br />cover, but due to the use of the site very little native vegeta- <br />tion exists. We estimate that in the area where a vegetation <br />cover is present it varies from 20 to 300. Site investigations <br />indicate the water table varies from 6 to 10 feet deep depending <br />on the season so no subirrigation takes place on the site which <br />enhances the vegetative cover. Under normal conditions, the <br />operator will strive for a 30 to 40 percent cover rate on the <br />revegetated areas when reclamation is complete. <br />When final grading and reshaping is complete, the area will <br />be resoiled. Careful analysis of the growth medium and salvage- <br />able soil will permit the operator to implement a soil additive <br />program and to monitor the prescribed seeding plan to determine <br />if the plan requires revision. Under normal weather conditions, <br />an adequate moisture reserve will be present for establishment of <br />the proposed seed mixture. No irrigation will be used during -
