d) Fill Material Allowed - Inert fill only, as defined <br />in Section 11-02-256 of the Adams County <br />Regulations. Specifically: <br />As defined in C.R.S. Section 25-15-101 (14) which <br />includes non-water soluble and non putrescible <br />solids together with such minor amounts and types of <br />other materials as will not significantly affect the <br />inert nature of such solids, as determined by Adams <br />County. The term includes, but is not limited to, <br />earth, sand, gravel, rock, concrete (which has been <br />in a hardened state for at least sixty (60) days), <br />masonry, asphalt paving fragments which are not <br />located in the water table, and other inert solids <br />including those the Colorado Department of Health <br />may identify by regulation. Street sweepings from <br />street cleaning machines are not considered inert <br />material and are instead considered solid waste- <br />The source of the inert material shall be from the <br />AFS Recycle Facility resulting from the <br />processing/crushing of rock from AFS's Clear Creek <br />County Quarry and from material excavated from the <br />Denver Water Board's (DWB) utility excavations. Any <br />other source of inert fill material shall require <br />prior approval from Adams County, but in no event <br />shall the site be open to the public. <br />e) Operations - <br />1. Security - Security will be provided by fencing, <br />gates on entrances, and physical topography. <br />2. Access, Hours of Operation, Personnel, and Fees - <br />a) Access to the fill area will be restricted <br />to one entrance from the I-76 Service Road. <br />b) Hours of Operation will be between 6:00 AM <br />to 10:00 PM, Monday-Saturday, except on <br />occasion the site may be operated later <br />hours or on a Sunday for a job requiring <br />additional time or for equipment <br />maintenance. <br />5
