C 1982-056)
TR61, Additional information regarding 6MN Water Storage Reservoir
Dear Mr. Vanarelli:
The Division has received additional information regarding permitting of a water storage reservoir at the
Foidel Creek Mine by Twentymile Coal Company (TCC). The application for this reservoir was initially
found complete by the Division of Reclamation, Mining and Safety on August 2, 2007. Notification was
provided to your office at that time requesting the Office of the State Engineers (SEO) comments
regarding the proposed reservoir. The Division received your reply on August 10, 2007. At that time you
indicated that the operator (TCC) needed to obtain a substitute water supply plan through your office, or a
water court approved augmentation plan.
It is the Divisions understanding that TCC has been in communication with SEO regarding designs and
approvals for this 6MN Mine Water Storage Reservoir. TCC is providing revisions to the design to lower
the elevation of the emergency spillway discharge. TCC believes that this reduction in emergency
spillway elevation would classify the impoundment as a non jurisdictional impoundment. The maximum
design mine water storage volume would be reduced accordingly. The embankment height and
dimensions, except for the emergency spillway, would remain generally unchanged.
I am providing a copy of TCC's August 18, 2008 letter and revised pages and designs for the 6MN Mine
Water Storage Reservoir. Please provide your comments to the Division as soon as possible. The
operator is anticipating commencement of construction of the reservoir as soon as approvals have been
received. Please call me if you have questions or if you would like any additional background, maps or
design plans regarding this revision.
you for your assistance,
inns
Protection Specialist II
janet.binns@state.co.us
Office of Office of
Mined Land Reclamation Denver • Grand junction • Durango Active and Inactive Mines
