TWENTYMILE COAL COMPANY - FOIDEL CREEK MINE <br />STOKER COAL HANDLING MODIFICATIONS (TR08-65) <br />TECHNICAL ADEQUACY REPONSES - AUGUST 2008 <br />Item 1 The Division was unable to locate a sedimentology demonstration for the area immediately west of the <br />Pond E emergency spillway and north of the stoker truck load out. Expansion of the Stoker truck load out will <br />require this area to be treated with alternate sediment control (ASC) measures. Please direct the Division to where <br />a SAE demonstration for this area that does not drain to a sediment pond is located in the permit, or provide a <br />demonstration with a description of the ASC measures that will be implemented. <br />Response: The only disturbance within the referenced area is Haulroad B-2, and the associated truck turn-around <br />and loading pad. Rule 4.05.2(4) specifically excludes roads installed in conformance with performance standards <br />from the definition of "disturbed areas" subject to sediment control requirements. While the truck turn-around and <br />loading pad are in-fact, and should be considered, as a widening of Haulroad B-2 in this area, TCC does not dispute <br />the need for some sort of sediment control, especially given the proximity to Foidel Creek. The permit text <br />revisions (refer to page 2.05-32) address this need, noting the use of Alternative Sediment Controls (ASC's) prior to <br />disturbance, during construction, and until vegetative stabilization of the relocated road outslope occurs. <br />To further clarify this commitment, TCC has included a request for approval of ASC's for this area in the <br />transmittal letter for these responses, and has included an ASC write-up in the drainage and sediment control plan <br />text (refer to revised page 2.05-82). TCC has also taken this opportunity to consolidate and reorganize the section <br />of the drainage and sediment control plan addressing SAE's and ASC's to group these features by operating area. <br />Copies of the revised text pages accompany these responses. <br />Item 2 Page 2.05-102 was last updated with MR07-216 (May 28, 2007). Page 2.05-102 submitted with TR65 <br />(revised July 7, 2008) lost two paragraphs from the top of the page. The paragraph beginning with "liability <br />period. TCC will maintain the road for monitoring purposes...", and the next paragraph discussing the Rock Dust <br />Tank need to be restored in to the revised page (2.05-102). Please revise page 2.05-102 to assure that previously <br />approved text is not inadvertently dropped. <br />Response: The referenced text page and the preceding and subsequent pages have been reviewed. The preceding <br />page (page 2.05-101) was revised and approved with MR07-217 (06/27/07). Revisions to page 2.05-101 eliminated <br />text that is no longer relevant, shifting the first two paragraphs on page 2.05-102 back to page 2.05-101. Therefore <br />the revised page 2.05-102 submitted with TR08-65 is correct and maintains text continuity with the most recently <br />approved preceding and subsequent text pages.
