Mr. Peter Hays <br />Re: SerFer Pit, Adequacy Letter Response <br />August 15, 2008 <br />Page 5 of 6 <br />In an effort to address the particular interests of the cottonwood trees located.along the <br />site, the trigger point identified in the monitoring plan will be used (see number 7 above). <br />In addition to the above, Connell Resources, Inc. is willing to relocate the settling ponds <br />to. the southwestern area within the 100' setback from the top of the riverbank in order to <br />increase the potential for groundwater recharge near the cottonwood grove. <br />10. Please commit to provide the Division a copy of the. discharge permit prior to, discharge <br />to the Cache la Poudre River. <br />Connell Resources, Inc. will provide the Division of Reclamation Mining and Safety a <br />copy of the discharge permit prior to discharge into the Cache la Poudre River. <br />11. The Division did not receive cross sections A and B and section C appears to be <br />incomplete within Attachment F: Cross Sections for the SerFer Pit Floodplain Permit and <br />Report. Please provide cross sections A, B, and C. <br />The analyses and cross sections for the SerFer Pit Floodplain Permit were provided in <br />the Floodplain Development Permit and Report. The HEC-2 model for Table 1: Effective <br />vs. Existing Conditions, Table 2: Existing vs. Proposed Conditions, and Attachment E all <br />relate to cross sections C, D, and E on the Floodplain Workmap. <br />The report included two maps, the FIRM map and the Floodplain Workmap. Cross- <br />sections B, C, and D on the FIRM Map are identified as cross section C, D, and E <br />(respectively) on the Floodplain Workmap. As a result, the cross-sections in Attachment <br />F should correspond to the cross-sections identified on the Floodplain Workmap. <br />Rule 6.4.12 Exhibit L- Reclamation Costs <br />12. The Division prepared a reclamation cost estimate for the SerFer Pit. The Division <br />estimates that the total cost to reclaim the site it $328,445. A copy of the estimate is <br />enclosed for your review. <br />Connell Resources, Inc. agrees with the above stated reclamation cost estimate. <br />Rule 6.4.19 Exhibit S - Permanent manmade Structures <br />13. In [the] adequacy response letter dated July 9, 2008, the applicant states 'An agreement <br />with Poudre Valley REA will be in place prior to removal of power lines." the applicant <br />did not address the utility boxes owned by Poudre Valley REA in the adequacy response. <br />Please clarify the issue. <br />A slope stability analysis was performed for .the SerFer Pit Regular 112 Operation <br />Reclamation .
