Design Criteria <br />Topic Design Criteria for the-Proposed. Action <br />edition)) for public roads (Service Levels 3, 4 and 5) or as Road Use <br />approved by Forest Engineer, to be designed by a Permit (FSM <br />Colorado Registered 2733.04b <br />and FSM <br />7730), 36 <br />CFR 228 E <br />Professional Engineer, and submitted for USFS approval <br />for each road segment.. The Engineer's reconvnendations <br />must be approved and implemented before any project <br />related traffic may use that part of the NFSR system. <br />During the course of the project the Forest Service will <br />provide oversight of road improvement activities and <br />continued FS Engineering/FS designee monitoring of <br />road conditions resulting from project related traffic. <br />Temporary roads that are not open to the public are not <br />subject to AASHTO engineering standards for low <br />volume roads. <br />9. For roadway section with 6 inches OR LESS of new <br />structural surfacing section or existing surfacing sections <br />with any aggregate segregation or contamination by <br />intruding fine materials, no rutting, pumping or plastic <br />deformation of the roadway surface will be allowed. <br />Rutting, plastic deformation, or pumping of the surface <br />will result in the proponent's operations, on that road, <br />ceasing immediately and remaining shutdown until <br />repairs and improvements are ;made to prevent additional <br />damage to the structural section. For surfacing sections <br />with GREATER THAN 6 inches of new structural <br />surfacing section any rutting, pumping or plastic <br />deformation in excess of structural section thickness (T) <br />divided by 3 (T/3) will not beallowed and will result in <br />proponent's operations, on that road, ceasing immediately <br />and remaining shutdown until repairs and improvements <br />are made to prevent additional rutting. <br />10. This T/3 limitation applies to any forest road utilized by <br />the proponent, even ii- it is not part of the project area or <br />transportation plan. Once shutdown, operations will not <br />resume until approved repairs or improvements are made <br />to resolve the problem.
