Our comments are being submitted in compliance with the <br />deadline noted in the public Notice that appeared in the July 30, 2008 edition of the Clear <br />Creek Courant, <br />Our first request is clarification of information provided on page 1 of this application: Is <br />this a new mining application, or is there an existing permit and operation in place <br />(M-2008-037) for which a conversion is desired? If this application is for the conversion <br />of an existing permit, we request the opportunity to review previously supplied <br />information for that existing permit. <br />Regardless, of the actual type of application that is under review, Clear Creek County <br />desires to express a number of concerns. <br />Overarching Concern - Possible Impacts to Water Quality in Virginia Canyon and <br />Clear Creek <br />An overarching concern is the commitment that our national, state, and local <br />governments and nonprofit organizations have made to the Clear Creek Watershed. The <br />potential impact of the rather generally described tailings disposal plan is of high interest <br />to us. Millions of dollars (public and private) have been invested in the improvement of <br />water quality in Virginia Canyon and the Clear Creek watershed for the benefit of our <br />environment, Clear Creek and the Standley Lake cities. We are concerned that this <br />proposed mining activity not threaten the work that has been accomplished. Improving <br />water quality in Clear Creek is an obligation that Clear Creek County, its muniepalities <br />and its wastewater districts take very seriously. This obligation is memorialized in the <br />Standley Lakes Agreement. In support of that agreement, Clear Creek County <br />participates in the Upper Clear Creek Watershed Association and partners with the Clear
