2.05.4(2)(e) <br /> During 1992, eighteen acres of the backfilled area within Mining Area 1 <br /> were covered with topsoil. Because of inclement weather during the fall of 1992, <br /> the rangeland seed mix was not applied to the topsoiled area. The Operator <br /> does not believe that the rangeland seed mix will establish if planted during the <br /> spring of 1993. For this reason, a cover crop will be planted on the topsoiled <br /> area in the spring of 1993. The topsoiled areas will be seeded with rangeland <br /> seed mix in the fall of 1993. <br /> MULCHING TECHNIQUES: <br /> A straw mulch will be used to provide surface protection; the application <br /> rate will be approximately 4000 pounds/acre. The straw will be anchored by <br /> mechanical crimping or with one of the various tackifying agents available on the <br /> market. Only clean grain straw that is free of noxious or problem weeds will be <br /> used. <br /> IRRIGATION AND WEED CONTROL: <br /> Use of the planting and mulching methods specified above will result in <br /> satisfactory plant establishment, barring abnormally dry conditions. There are no <br /> plans to irrigate the reclaimed areas. <br /> At the time,of this writing, 2006, noxious weeds of concern in the general <br /> area that have been identified are White Top, Canada Thistle, Russian <br /> Knapweed, Tamarisk, and Russian Olive. At the request of the Division, the <br /> Operator's efforts are being formalized with the following weed control plan. <br /> This weed control plan is concerned with the control of all varieties of <br /> noxious weeds on the mine site. It was developed based on recommendations <br /> by Laurie Felix, Montrose County weed Manager. <br /> Whitetop will be sprayed with Dupont Escort, 1-2 oz/acre mixed with a <br /> non-ionic surfactant at 1 quart per 100 gallons. It will not be applied when spray <br /> particles may be carried by air currents to areas where desirable plants are <br /> growing. Spraying will be done by use of a backpack spray system or an ATV <br /> mounted spray tank. <br /> Whitetop should be treated in the Spring between mid-April and mid-May <br /> in the pre-flower stage. <br /> Canada Thistle will be sprayed with Curtail, 2 quarts/acre mixed with a <br /> non-ionic surfactant at 1 quart per 100 gallons of spray. It will not be applied <br /> 1 when spray particles may be carried by air currents to areas where desirable <br /> plants are <br /> 2.05-25 03/06 <br />
