3. Rule 6.4.3(e) requires the type of present vegetation covering the affected lands to be <br />identified on the maps. Please indicate the present vegetative cover on Exhibit C - <br />Pre-mining Map and on Exhibit C-1 - Mining Plan Map. <br />6.4.4 Exhibit D - Mining Plan <br />1. Rule 6.3.3(g) requires the applicant to specify the dimensions of any existing or <br />proposed roads that will be used for the mining operation. Describe the specifications <br />to be used in the construction of new roads. Describe any associated drainage and <br />runoff conveyance structures to include sufficient information to evaluate structure <br />sizing. <br />6.4.5 Exhibit E - Reclamation Plan <br />4. The applicant states if the seed is broadcast the amount will be increased by 75%. <br />The Division recommends doubling the seed rate for broadcast seeding. Please <br />commit to increasing the seed rate by 100% if broadcast seeding is utilized. <br />2. The applicant states that either manure or chemical fertilizer will be used to fertilize <br />the seed bed. Please commit to a specific type of fertilization. The Division <br />recommends using manure to fertilize the seed bed. Manure will provide the soil with <br />organic matter which will increase the available water capacity, water infiltration, and <br />soil organism activity. In addition, the Division recommends fertilizing with 20 tons <br />of manure per acre. <br />5. The applicant indicates there are sufficient amounts of topsoil so the mined area can <br />be re-soiled to a maximum depth of 10 inches overall, but also states this will only be <br />done if the material is available. The applicant should replace topsoil to a depth that at <br />least meets the existing topsoil depth. Please commit to replacing topsoil to a depth <br />of 10 inches or specify the anticipated minimum depth or range of depth for the <br />reclaimed areas of the site. <br />6. The applicant states if the seed mixture and rates are modified the Division will be <br />notified in the next annual report after the change is made. The applicant is required <br />to submit seed mixture and rate changes to the Division as a Technical Revision prior <br />to implementation and the changes must be approved by the Division. <br />6.4.9 Exhibit I - Soils Information <br />7. The Soil Resource Report states that the types of soil present on the mine site have a <br />high degree of erodibility as indicated by the Wind Erodibility Index. Describe the <br />measures that will be taken to minimize the amount of soil that is lost to wind <br />erosion.
