Boulay RECEIVED <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 AUG 0 8 2008 <br />Denver, Colorado 80203 <br />Division of Reclamation. <br />Mining and Safety <br />Dear Mr. Boulay: <br />The U.S. Fish and Wildlife Service (Service) Western Colorado Ecological Service Field Office <br />received your July 3, 2008, letter providing notice for and requesting comments on the proposed <br />Redcliff Mine expansion project in Mesa and Garfield counties, Colorado. The project proposed by <br />CAM-Colorado, LLC; includes underground coal mining operations and associated electric and rail <br />lines on Bureau of Land Management (BLM) and private lands north of Loma, Colorado. A number <br />of permits will be required for this project including permits from the Colorado Division of <br />Reclamation, Mining and Safety; the Federal Office of Surface Mining (OSM); and the BLM. <br />The primary concern of the Service regarding construction and operation of the proposed pipeline is <br />avoidance of impacts to the threatened, endangered and candidate species, as well as species-at-risk <br />and their habitats within the project areas. The four <br />federally-listed fishes are included on the list in the event that project actions cause measurable water <br />depletions to the Upper Colorado River system, and therefore affect listed species and/or off-site
