III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Mr. Brian Watterson of Twentymile Coal Company accompanied the inspection. The mine <br /> is an active underground mine. The weather was hot and sunny, and the mine site was dry. <br /> Roads: Roads throughout the mine were dry and well graded. 6MN access road remains in good <br /> condition. No additional work at the Fish Creek crossing has been necessary. TCC is meeting with the <br /> Army Corps of Engineers in August to plan long term solution to high water is Fish Creek. Once TCC is <br /> provided direction from the Corps, proposed changes will be provided to the Division as a revision. TCC <br /> will need to submit a revision to the permit documenting the additions to the roadway. <br /> Hydraulic oil spill on the 6MN pad near the pump house is mostly cleaned up. The area around the 6MN <br /> pump house has been bermed,hydraulic oil continues to leak from the pump house, TCC monitors this <br /> area daily and regularly cleans up and disposes of absorbent napkins, and lays down new napkins. <br /> Hydraulic oil is no longer reaching the 6MN pond. Water level in the 6MN pond had receded and <br /> discharge from the 6MN pond is not anticipated. <br /> : � i �-� ..'� �.`- '�Z.i�S •%.sue....�...r ., -- �^ <br /> Dark soil is hydraulic oil leak................................... ...berm at compressor building to contain Hyd. oil <br /> Dirt that had been pushed off the 6MN pad on the Northwest side adjacent to the shaft heater propane <br /> tank still needs to be pushed back with in the pad drainage perimeter. <br /> Haul roads & access roads throughout the site are in good condition. A water truck was watering the <br /> Haul roads during this inspection <br /> Processing Waste: The refuse pile is dry and actively having additional waste material placed on it. <br /> TCC indicated that the NW face of the Waste pile was in final grading configuration. The Division took <br /> slope angle measurements to assure that design requirements have been met. The face of the slope is not <br /> to exceed 18.3 degrees according to the design. The slope was measured using a Suunto PM 5/360 <br /> starting on the Western portion of the slope and proceeding to the east at approximately 200 ft intervals. <br /> 3 of 6 WHITE- File YELLOW-Operator PINK-Specialist <br />
