III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This former, contour strip operation is bond <br /> revoked. All remaining funds from the bond revocation at this site were spent in 2004 for <br /> ditch repairs. Inspection frequency is quarterly, with one complete inspection each year. <br /> Ground conditions on this day were wet and muddy due to an overnight rain. The weather <br /> was sunny and hot. <br /> Hydrologic Balance <br /> Erosion of the ditch above the box culvert continues with the down-cutting now approaching <br /> 10 feet in depth. This section of ditch was originally installed when pond 15-P1 was <br /> reclaimed and subsequently repaired by the Division in 2004. The ditch carries flow from <br /> areas to the west that have been altered due to property development in the area. Check <br /> dams have been unsuccessful in reducing the erosive potential of ditch flows. The lower- <br /> most check dam is entirely breached and others, although intact, are holding full <br /> compliments of sediment behind them. <br /> Revegetation <br /> Grasses and <br /> forbs are now <br /> enjoying <br /> abundant <br /> moisture after a <br /> somewhat dry <br /> spring. Scotch <br /> thistle plants <br /> were found in <br /> moderate <br /> quantities and <br /> were removed <br /> mechanically as <br /> they were <br /> encountered on <br /> the reclaimed <br /> areas of pond <br /> 15-P1 and 15- <br /> P10. Cattle <br /> grazing was not <br /> noted. <br /> Overall, the site appeared in average condition for the summer season. <br /> 3 <br />
