Another storage problem in the same notice, was two fifty gallon bar- <br /> rels of an oil base substance, that were stored next to a clean water <br /> drainage on the north side of the methane house on the #1 mine. There <br /> was no berm or other containment structure between the barrel storage <br /> area and the clean water drainage. <br /> CLOSING COMMENTS <br /> The company has been granted small area exemptions for drainage con- <br /> trol off of the faces of the existing mine pads . The drainage is <br /> limited to just the outslopes of the pad because berms are around the <br /> pad perimeter until winter. At that time, snow has to be pushed off <br /> of the areas in order to operate. In addition, snow disposal is to be <br /> done in a controlled manner. It can only be pushed off in certain <br /> areas. <br /> During the inspection, I walked over the areas below these mine pad <br /> faces. OSM has some reservations about the small area exemptions. <br /> OSM would like to meet with the company officials, permitting staff <br /> from the Colorado Mined Land Reclamation Division and staff from OSM' s <br /> Western Technical Center to discuss the exemptions. In addition, I <br /> feel that additional inspections are needed on these areas on a joint <br /> basis so field experience is coordinated with the review. <br /> -3- <br />
