There is no apparent trend toward degrading water quality in the flow of <br />water from the Carlton Tunnel since the start of the Cresson Project, and there is no indication <br />the proposed Mine Life Extension project would have any potential impact on quality of water <br />that flows from the Carlton Tunnel. A chart of the measured sulfate levels at the Carlton Tunnel <br />from 1988 to present is attached to illustrate these points. <br />Concerning fluoride concentrations, CC&V did provide you previous correspondence and a chart <br />indicating that fluoride levels are consistent in water within Fourmile Creek both upgradient and <br />downgradient of the flow from the Carlton Tunnel and are not elevated in the water from the <br />Carlton Tunnel. Our assessment of these data (attached) suggest that the fluoride levels are <br />associated with other sources to the surface waters within the Fourmile Creek drainage <br />Your assessment of the Carlton Tunnel management was polite but failed to mention the <br />additional work recently completed by CC&V in 2007 at the Carlton Tunnel portal to further <br />increase the aeration and retention of water at the portal to better manage potential suspended <br />particulates and associated water quality issues. This was a very significant improvement to the <br />portal area that we would like to present to the Park Center Water District Board at your <br />convenience. <br />CC&V certainly understands your mandate to provide safe and affordable water to your <br />members. We hope to assist you where we can in these efforts; however CC&V cannot assume <br />responsibility for baseline water quality conditions that are not related to or controllable by the <br />Cresson Project mining operations.
