khP ???5 <br />Rationale for Recommendation for Approval <br />Over Objections; Regular 112 Construction Materials Permit Amendment Application, <br />Oldcastle SW Group, Inc., dba Four Corners Materials <br />Bayfield Pit No. 1, File No. M-1987-038 <br />July 15, 2008CEIVED <br />'JUL 1 2008 <br />Introduction Division of :eciamation, <br />Mining and Safety <br />On July 15, 2008 the Division of Reclamation, Mining, and Safety ("Division") issued its <br />recommendation for approval of a 112 Construction Materials Permit Amendment Application, over <br />objections. This document is intended to provide a basis for the Division's recommended approval <br />over various concerns and reasons for objection to the Bayfield Pit No. I amendment application, File <br />M-1987-038. <br />The Oldcastle SW Group, Inc., dba Four Corners Materials permit application was found complete and <br />considered filed with the Division on March 14, 2008. The site is located approximately 2 miles <br />southeast of the city of Bayfield, La Plata County, Colorado. The property is located in Section 14U, <br />Township 34 North, Range 7 West of the Tenth Principal Meridian. The proposed permit amendment <br />adds 5.3 acres to the site, resulting in a total area of 69.23 acres. The proposed post-mined land use for <br />the site is Developed Water Resource; although the five acres to be added to the site will be reclaimed <br />as rangeland. Reclamation at the site includes some grading of the disturbed acreage, plus topsoil <br />replacement and seeding and fertilization in areas designated as rangeland to re-establish vegetation. <br />1.
