6.4.5 Exhibit E - Reclamation Plan <br />Backfilling Cell 2 <br />Aside from an initial stockpile required to open up mine areas to be backfilled, <br />reclamation of Cell 2 will occur as direct replacement of overburden from the <br />stripping process. The initial stockpile is expected to be no larger than 150,000 <br />yd3• <br />Backfillina Cell 3 <br />Backfilling of Cell 3 will begin concurrently with mining and following mining of <br />Cell 6. Overburden stripped from Cell 6 will be placed directly into Cell 3. <br />Additional overburden from Cell 4 will be placed directly into Cell 3 prior to mining <br />Cell 4. Cell 3 will be backfilled to approximate historic grade. <br />Backfilling Cell 6 <br />Backfilling of Cell 6 will begin following mining of Cell 5. Overburden from Cell 5 <br />will be placed directly into Cell 6. Additional backfill will be obtained from excess <br />soil obtained from the Town of Erie's reservoir construction project. Cell 6 will be <br />backfilled to approximate historic grade. Backfilling of an area shown on Exhibit <br />F- Reclamation Plan, Sheet 2 will be done during the non-irrigation season <br />(November-March) for the purpose of construction of a pipe that will route a 3 cfs <br />pending water right from west of Cell 6 to the Plumb and Dailey Ditch. <br />Design and Construction of 3 cfs Water Right Pipe <br />The Plumb and Dailey Ditch Company has filed for a 3 cfs flow absolute water <br />right on water that flows through Cell 6. This section provides a design and <br />construction specification to route this flow through a pipe. The design criteria for <br />the pipe includes 1) ability to convey 3 cfs, 2) structural integrity sufficient to <br />protect the inlet and outlet for flows near pipe full-flow capacity, 3) the pipe exit <br />elevation must be above the water line for the maximum decreed Plumb and <br />Dailey Ditch capacity of 30.438 cfs, 4) low maintenance with normal flow <br />velocities sufficient to allow for self-cleaning. <br />1) Construction for the pipe location will occur during non-irrigation season. <br />The construction for the pipe location is to occur as follows: <br />2) Divert any existing water flowing through the culvert under County Line <br />Road away from the construction area. <br />3) Compact the backfill area that serves as the pipe subgrade to 95% dry <br />density. <br />4) Construct inlet wingwall as shown in the inlet detail of Exhibit F, Sheet 2 <br />5) Lay pipe and backfill concurrently to finished grade. <br />6) Construct pipe outlet riprap protection as shown in Exhibit F, Sheet 2. <br />Clay Liner Construction <br />Construction of the clay liners will occur following all mining and concurrent <br />reclamation activities for each lined cell.
