DRMS PERMIT NO. M-2004-009
Technical Revision No. 2 is a simple Surety Reduction (SR) request to reduce the
bonding amount on this DRMS Permit for the Turnpike Mining Resource site. The basis
for this request is that approximately 123 acres has been purchased/under an option to
purchase by the Town of Erie for a wastewater treatment plant (WWTP), a water-storage
reservoir, and buffer areas for the WWTP. Also, the land to be removed from the permit
area has been completely mined-out of sand and gravel and areas are in the process of
being backfilled for the WWTP and buffer areas. The northwest area of the future
reservoir site is also being excavated into the shale for the reservoir and for backfill for
the other areas being taken over by Erie. No more mining and production of sand and
gravel products is occurring from this 123-acre area. The remainder of the permit area is
still being actively mined and will remain within the permit boundary after approval of
the SR.
Asphalt Specialties Co., Inc. is the holder of the DRMS permit for this sand and gravel
mining site and is the entity making this SR request as they are the bond holder.
Accompanying this text are two copies of the revised mine and reclamation plans (Ex. C-
2 and Ex. F) and mine and reclamation plan texts (Ex. Ex. D and Ex. E), and Ex. L
Reclamation Costs and Ex. S Permanent Man-made Structures.
Attached to this description are the names, addresses and phone numbers of all owners of
record to the affected land.
All applicable portions of the Reclamation Plan requirements have been satisfied in
accordance with Construction Materials Rule 4.13 and all applicable requirements under
the Act for this portion (-123 acres) of Permit No. M-2004-009.
