' <br />Mk" and SAY <br />RE: Twentymile Coal Company, Foidel Creek Mine (C-82-056) - Technical Revision (TR08-65) <br />for Modifications to Stoker Coal Handling System <br />Dear Mrs. Binns: <br />Twentymile Coal Company (TCC) respectfully requests CDRMS approval of a Technical Revision to our existing <br />approved Permit to modify the existing stoker coal handling system to add a stoker feed conveyor from the recently <br />completed Washplant 2, along with associated ancillary structures and operating modifications, including <br />reconfiguration of the truck loading area. The proposed modifications are necessary to provide stoker feed from the <br />new plant, and optimize coal movement through the coal processing facilities and loading areas. <br />The proposed additions and modifications would generally occur within the previously disturbed coal handling <br />facilities area, would involve minimal new disturbance, and would not affect existing drainage and sediment control <br />systems. Modification of the stoker coal truck loading area will encroach on the Foidel Creek stream buffer zone, <br />however, an existing buffer zone variance exists in this area for Sedimentation Pond E and existing Haulroad B-2, <br />and the minor incremental disturbance will not cause or contribute to violation of water quality standards or <br />adversely impact water quality or quantity in Foidel Creek. Reclamation of the proposed new facilities would <br />occur at the same time and in conjunction with reclamation of the coal handling structures and facilities, when no <br />longer needed to support ongoing and future coal production and shipping operations. <br />This submittal includes revised PAP text and supporting materials, as identified by the attached Summary of <br />Revisions/Additions. It is our desire to take advantage of our relatively short construction season to complete the <br />proposed coal handling system modifications, so any assistance you can provide to facilitate timely review and <br />approval would be greatly appreciated. We appreciate your consideration and cooperation.
