Four of the cross sections were located on Topsoil Stockpile # 7 (one in each ordinal <br />direction from the top to the base of the stockpile, A-A', A'-B', A'-C', and A'-D'). Two <br />additional cross sections (X-X' and Z-Z') were established on corresponding adjacent <br />topography, one north of Topsoil Stockpile # 7 and one east of Topsoil Stockpile # 7 <br />(both in native topography). As Topsoil Stockpile # 7 blends with the <br />adjacent native topography it complies with the requirements of "approximate original <br />contour" in the regulations, the in situ material in Topsoil Stockpile # 7 is excess and not <br />required for reclamation tasks, the slopes of Topsoil Stockpile # 7 are equal or less than <br />corresponding native landforms, therefore the potential for erosion is less than that of <br />native landforms, and the topsoil stockpile has been revegetated to a vegetative cover <br />higher than that of surrounding native landforms, again stabilizing the pile and reducing <br />erosion potential to a level below native landforms. For the above reasons, we assert that <br />it is not necessary to reconfigure Topsoil Stockpile # 7 to comply with CDRMS <br />regulations. u <br />3. The requested text changes have been made.
