habitat sub-component, diversity success could be achieved with no forb
component. Forbs are an important component, particularly for sage grouse
brood habitat. Please revise the criteria for wildlife habitat to specify that
native perennial forbs* will comprise at least 2% relative cover.
Alternatively, the Division would accept a formulation that specifies, "a
minimum of 4 native* perennial forbs represented in the cover data, with a
minimum 1% relative cover for all perennial native* forbs combined".
30. The Division requested certain clarifications regarding application of the reverse
null t-test for success demonstration. The requested clarifications were provided
in amended text. Item Resolved.
31. The Division requested commitments regarding surface roughening soil
stabilization techniques. The operator's response states that surface roughening
would be applied to areas seeded with the grazingland mix prior to seeding, and
further states that contour furrows will be used on "long slopes unbroken by any
other associated features". The Division is not sure what this means. Please see
related comments in Items 17 and 24, above. Please provide clarification and
detailed commitment to use of contour furrows and/or other surface
roughening techniques in amended text, as requested in the previously cited
items.
This concludes the Division's second adequacy review for the Colowyo Technical
Revision 72. The Division's new proposed decision date is 21 July 2008. The Division
requests Colowyo's responses no later than 14 July 2008 so this proposed decision date
can be met.
