B.) Please display the direction of mining for all the remaining areas to be mined on <br />the map provided in this exhibit. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />A.) Please provide a description of the type of reclamation you propose to achieve in the <br />reclamation of the affected land, why each was chosen, the amount of acreage <br />accorded to each, and a general discussion of methods of reclamation as related to the <br />mechanics of earthmoving. <br />B.) It is unclear where the 3:1 slopes will be created. On the reclamation plan map <br />Exhibit F. an arrow points north and a statement is written next to the arrow stating <br />"Area and Direction of Reclamation". Please explain what the arrow and the <br />statement means. Overall, it is unclear what the final topography will be for the site. <br />Please provide this information and ensure it is displayed on Exhibit F, the <br />reclamation plan map. <br />C.) In section "A" of the Reclamation Plan, it states, "seeding will be implemented on <br />the stockpile if deemed necessary". Rule 3.1.9 states, "if such topsoil is not replaced <br />on a backfill area within a time short enough to avoid deterioration of the topsoil, <br />vegetative cover or other means shall be employed so that the topsoil is protected <br />from erosion, remains free of any contamination by toxic or acid-forming material, <br />and is in a usable condition for reclamation". In general, the office recommends that <br />if a stockpiles life will be greater than 180 days, the stockpile will need to be <br />stabilized with vegetative cover. Given this information, please provide a narrative <br />describing how the topsoil stockpiles will be stabilized, including the seed mix that <br />will be used. <br />D.) Please provide more detail about how the area will be re-vegetated. Submit the <br />following information: <br />a. The amount of Pure Live Seeds per acre that will be planted for each species <br />listed in the reclamation plan. <br />b. An estimate of available seeds for revegetation <br />c. Proposed time/season for seeding. <br />E.) If the mining operation will be intermittent, will the reclamation of the area be <br />completed in stages? If so, please provide a narrative describing and estimate of the <br />periods of time which will be required for the various stages of the reclamation <br />operation, a description of the size and location of each area to be reclaimed during <br />each stage, and an outline of the sequence in which each stage of reclamation will be <br />completed. Also, please display this information on the map in Exhibit F. <br />F.) Will any soil amendments be used, and will mulch be applied to the site? If so, <br />please describe the types of fertilizers and mulch that will be used and the quantity <br />that will be applied per acre. <br />3
