CCV Wine Permit Comments <br />City of Cripple Creek <br />June 11, 2008 <br />Page 2 <br />The City proposes that the following issues be considered by the County <br />Commissioners and their staff and forwarded to the appropriate State and <br />Federal officials so that the permitting process fully addresses the issues <br />of the citizens of Cripple Creek and Victor so that as the mine progresses <br />through their final years of stripping the wealth of the this area, that at <br />closure and during the process that adequate mitigation measures are <br />incorporated into "Conditions of Approval" for the expanded mining <br />permit, that benefit all, especially those citizens of Cripple Creek that are <br />most affected. <br />POINT ONE - CRIPPLE CREEK IS A NATIONAL HISTORIC LANDMARK <br />The City of Cripple Creek is a part of the National Historic Landmarks <br />Program, which focuses on properties that are of exceptional value to the <br />nation as a whole. This program recognizes and promotes the <br />preservation efforts of Federal, State and local agencies, as well as private <br />organizations. <br />Cripple Creek has just completed the Pikes Peak Heritage Center at a cost <br />of over 4 Million Dollars, this project was assisted by the grant of 16 acres <br />of land from CCV, however the expansion project CCV is proposing and the <br />mitigation through ultimate reclamation, will destroy the current "View <br />Shed" with a Reclamation Plan that is currently unacceptable to the <br />crhzens of Cripple Creek and the Council elected to support their citizens <br />concerns. <br />Cripple Creek believes this expansion project is a significant project that <br />--should have the attention of the "Advisory Council" on Historic <br />Preservation, as Section 9 of the Mining in the National Parks Act of 1976 <br />(90 Strat.134216 U.S.C.1990) directs the Secretary of the Interior to submit <br />to the Advisory Council a report on any surface mining activity which the <br />Secretary has determined may destroy a National Historic Landmark in <br />whole or in part and to request the advisory Council's advice on alternative <br />measures to mitigate or abate such activity, The City requests that the <br />County as the lead agency on this project properly retake the Advisory <br />Council aware of this project and the impacts associated with it. <br />POINT TWO - RECLAMATION TO DATE IS NOT WORKING
