NOTICE OF PROPOSED DECISION <br />The Colorado Division of Reclamation, Mining and Safety proposes to Approve Technical Revision <br />Application No. 69 (TR-69) for the Colowyo Coal Mine (Permit No. C-1981-019), submitted by <br />Colowyo Coal Company L.P.. The Colowyo Coal Company has submitted a Technical Revision for the <br />Colowyo Mine to change the mine plan and topsoil stripping plan for the South Taylor Pit. The changes <br />are to the topsoil stripping sequence, mining sequence and yearly mining blocks only. The disturbed and <br />affected areas of the South Taylor Pit will remain the same.. Based on this revision, no new lands will be <br />disturbed or affected. Since all disturbance boundaries and pit depths will remain the same, it is not <br />anticipated that this revision will change the reclamation cost estimate and bond. The South Taylor Pit <br />was approved for mining through Permit Revision 02. All of the areas have been surveyed for cultural <br />resources and threatened and endangered species. <br />The Colowyo Coal Mine is a surface coal mine located in Moffat County, approximately 28 miles south <br />of Craig, Colorado. Coal interest is Federal, and the surface affected is Federal, state and private land. <br />The permit area encompasses approximately 12,250.95 acres. <br />This proposed decision is based on a finding that the proposed operation will comply with all <br />requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, et seq., C.R.S., <br />and the regulations promulgated thereunder. <br />Copies of the proposed decision, including stipulations, are on file for public inspection at the Colorado <br />Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, <br />Denver, Colorado 80203. Persons with an interest that may be adversely affected by the proposed <br />decision may request a formal hearing before the Mined Land Reclamation Board on the proposed <br />decision. Such request must be made within ten (10) days of the initial publication of this notice, must be <br />in writing, and must state with reasonable specificity the reasons for the request and the objections to the <br />proposed decision.
