Cattany <br />Rifle, CO 81650 Division Director <br />/ Natural Resource Trustee <br />Re: Nahcolite Project, Permit No. M-1983-194, Technical Revision Approval, Revision No. TR-25 <br />Dear Mr. Gunn: <br />On May 21, 2008 the Division of Reclamation, Mining and Safety approved the Technical Revision application <br />submitted to the Division on April 21, 2008, addressing the following: <br />Add production well 7H-1 V <br />The terms of the Technical Revision No. 25 approved by the Division are hereby incorporated into Permit No. M-1983- <br />194. All other conditions and requirements of Permit No. M-1983-194 remain in full force and effect. <br />Per my May 21, 2008 phone conversation with Cindi Byrns, the DRMS reclamation cost estimate of $27,500 for this pad <br />and well is acceptable to Natural Soda. This amount is calculated to be conservative as TR-25 did not contain specifics <br />for reclamation of this pad and well. Our calculation accounts for cut and fill operations for the pad, ripping of the <br />surface prior to replacement of 6 inches of topsoil, revegetation seeding with a diverse mix and application of fertilizer <br />and mulch. Hole abandonment is calculated for pulling the strings and filling the well full length with a type 11 cement.. <br />In the future, please be aware that all revisions to the permit that include disturbance of additional surface and/or <br />installation of structures or features that will require reclamation, must include a detailed reclamation plan and cost <br />estimate. <br />The estimated liability amount of $178,250.00 exceeds the $150,750.00 performance bond currently held. If you have <br />not already done so, please submit additional bond in the amount of $27,500.00.
