6. "...or buried at the Halandras Landfill", was inserted on pages IV-4 and IV-12 to clearly
indicate on-site disposal of concrete rubble and off-site disposal of other demolition debris.
The following text was inserted on page IV-4: "BME may store limited amounts of explosives
on site in a magazine at the designated location". Item Resolved
7. In the April 8, 2008 submittal, BME included revised versions of the seed mixes in Tables'V-
10 and V-11. Table V-10 presents seeding rates on a PLS seed per square foot basis, while
Table V-11 presents the same mixes on a PLS ponds per acre basis. In general, the proposed
modifications result in over-all seeding rate reductions and increase in the percentage of native
species relative to introduced species, and the proposed changes are acceptable. However, the
Table V-10 column subtotals for shrub seeding rates and total seeding rates are incorrect.
Table V-11 Total Grasses subtotals for all three columns and Total Mix totals for the Ist and P
columns also appear to be in error.
Please review the proposed mixes and correct the column subtotals and totals as
warranted.
8. For the purposes of TR-65, the Division will accept the proposed generalized field trial
commitment. A more detailed field trail design (location, layout, topsoil and subsoil source
areas and recovery methods, etc.) will need to be provided in a separate revision application to
be submitted following the on-site agency meeting. The benefit and practicality of earlier
implementation of the field trial will also be discussed at the meeting, and amended schedule
will need to be included in the field trail design application if warranted. Item Resolved for
the Purposes of TR-65
9. BME amended the subject permit section to include reference to potential benefits of using
Plateau or similar herbicides for cheatgrass suppression and control of cheatgrass seedbank in
topsoil stockpiles, and also included amended narrative regarding the a possible need for the
use of monocultures of highly competitive wheat grasses in certain situations.
More specific details related to revegetation and management practices, as well as the possible
need for modification of success standards for areas subject to heavy cheatgrass competition
may be warranted, and these issues should be discussed with the relevant parties at the on-site
meeting. A revision addressing further amendment of the revegetation plan may be warranted
following the site visit/meeting with BLM and DOW. Item Resolved for the Purposes of TR-
65
10.
