STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
INTERNAL MEMORANDUM
DATE: May 21, 2008
TO: Jason Musick
FROM: Dan Mathews
RE: Deserado TR-65 (Review of PAR Response)
File C-1981-018
COLORADO
D IV IS I ON OF
RECLAMATION
MINING
SAFETY
Bill Ritter, Jr.
Governor
Harris D. Sherman
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
I have reviewed Item Responses 7, 8, 9, and 14 and associated amended pages, included in Scott
Wanstedt's submittal to you, dated April 8, 2008. My comments are presented below, numbered to
correspond to the Item Responses as submitted.
I think we can go ahead and approve the TR-65 application, as soon as the minor corrections to the
seed mix tables are provided as requested in Item 7b. The "interested parties" site visit/meeting
regarding cheatgrass related issues, which has been under discussion for a considerable period of
time, should be arranged as soon as practicable. We will likely need to request further revision of the
revegetation plan pending discussions to be held during the site visit/meeting.
Let me know if you have any questions.
7. The fact that heavy cheatgrass competition has resulted in poor revegetation results in some
locations, and will likely result in poor revegetation results in the future without special
management approaches, has been recognized as a concern at Deserado by the operator and
the Division. Due to this concern, the Division recommended during the mid-term review,
that a site visit/meeting should be scheduled among interested parties, to discuss revegetation
strategies and goals that will address the cheatgrass competition issue. Modification of
seedmixes, management practices, and success standards pertinent to locations subject to
heavy cheatgrass competition may be warranted. The interested parties would logically
include DRMS, BME, BLM, and CDOW. BME has indicated agreement with the on-site
meeting suggestion, and I would recommend that we attempt to schedule the site
visit/meeting, working through Scott Wanstedt with BME, appropriate contacts with the BLM
White River Field Office and CDOW Rangely District Wildlife Manager. Depending on the
outcome of the meeting and subsequent discussions, further revision of the revegetation plan
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
