Permit Revision No. 10, Expand B-Seam Mine Plan to the North,
Request for Assistance
In a submittal dated May 12, 2008, Bowie Resources LLC (BRL) has responded to
several of the Division's adequacy review questions for Permit Revision No. 10 for the
Bowie No. 2 Mine. I am requesting your assistance in the review of BRL's responses to
your question number 2.
A short time ago, BRL told me that they would like to get PR-11 approved by September
of this year. I replied that PR-10 would have to be approved first and PR-10 involves the
points of compliance well(s) and down gradient baseline water monitoring. I suggested to
BRL that they have a backup plan for installing monitoring wells if the request to classify
the coal and perched aquifers is turned down by the Water Quality Control Commission.
Therefore, BRL is informally proposing their backup plan in item number 2 of this
submittal. Please review this backup plan and make any suggestions now so that the
formal submittal, if needed, can proceed more smoothly. In a submittal dated February
21, 2008, I gave you a copy of the PR-11 revised mine plan information. In your review
of item number 2 for PR-10, please refer to the PR-I 1 mine plan maps for the
northernmost extension of proposed mining.
Attached is one complete copy of the May 12, 2008 submittal. If you need additional
information, please let me know. I will be in the field from June 3 through June 6 and on
vacation from June 13 through June 30, 2008. I would appreciate your review memo by
June 10, 2008. Thanks for your assistance!
