Cattany <br />FROM• Dan Mathews Division Director <br />• Natural Resource Trustee <br />DATE: May 15, 2008 <br />RE: New Horizon Mine (Permit No. C-81-008) <br />TR-57; Soil Resource Information, Soil Handling, and Prime <br />Farmland <br />I have reviewed the referenced revision application, including amended text, tables, and appendices <br />of Section 2.04.9 (Soils Resource Information) and Section 2.05.4(2)(d) (Topsoil Redistribution). I <br />also reviewed the amended maps 2.04.9-1 (Soil Baseline Map) and 2.05.4-4 (Postmining Topsoil <br />Replacement), and the new Map 2.04.9-2 (Topsoil Balance Map as of February 2008). My <br />comments are itemized below. Please let me know if you have any questions. <br />Section 2.04.9 (Soil Resource Information text, tables, appendices, and maps) <br />1. The two maps included in the Section 2.04.9 submittal are not listed in the Table of <br />Contents. Please revise the Table of Contents to list Maps 2.04.9-1 and 2.04.9-2. <br />2. In Table 2.04.9-1 (Procedures and Analytical Procedures Utilized for [Premine] Topsoil <br />Analysis), on page 2.04.9-11, it is indicated that physical characteristics of each sampled <br />profile were described and recorded. This information does not seem to have been included <br />in the Section 2.04.9 tables or attachments, and needs to be provided to supplement the soil <br />laboratory data. Please provide this information for inclusion in the application if <br />available. <br />3. Soil analytical data from the 1998 study is included in Appendix 2.04.9-7, referenced in <br />narrative page 2.04.9-12. On Attachment page 2.04.9-7-11 the columns are shifted or <br />misaligned, such that some of the parameter listings do not fall under the appropriate column <br />heading, making the data on that page difficult to interpret. Please provide a revised <br />Attachment page 2.04.9-7-11, with columns correctly aligned beneath appropriate <br />headings. <br />4. The suitability levels for coarse fragment content for Prime Farmland Lift B and Single-Lift <br />Soils in Table 2.04.9-2 will need to be further explained and documented.
