By letter dated January 30, 2008, BRL provided a partial <br />response to the DRMS' comments and concerns. On behalf of Bowie Resources, LLC, <br />following are its responses to the DRMS' comments and concern. <br />1. No response required. <br />2. Additional down gradient monitoring wells and points of compliance are the <br />subject of this item. Down gradient monitoring wells are technically difficult to <br />implement because of the extreme depth required to establish such wells. In <br />addition, it may be technologically impractical to establish a representative <br />monitoring well within the site's highly fractured and faulted geological <br />system. Additional down gradient monitoring wells as currently required are <br />economically unreasonable. The cost to permit, design, drill, complete, and <br />develop a single ground water monitoring-well at a depth of 2,000 feet or <br />greater could be in excess of $200,000 per well. In 2007 $1,000,600 was <br />spent on two exploration drill holes that were drilled to a depth of 2,500 feet. <br />The cost to install multiple ground water monitoring wells will be in excess of <br />$1,000,000. (R Squared Incorporated, January 2008) Bowie will attempt to <br />install two additional down gradient groundwater monitoring wells during 2009 <br />with the understanding that the completion of functioning monitoring wells <br />may not be technologically practicable. The proposed wells (DH-68) are <br />located on Iron Point as shown on Map 9. The wells will be completed in the <br />B-Seam and in a water bearing zone above the B-Seam. <br />BRL intends to have the local groundwater reclassified by the CDPH &E to <br />limited use and quality so point of compliance monitoring wells should not be <br />required. <br />
