Seneca Coal Company <br />Phase 11 Bond Release Request <br />May2008 <br />Since the calculated t value is less than the critical t value (1.28 < 1.319), revegetation success for <br />cover is deemed successful. <br />Species composition, seasonality, and establishment of species to meet final diversity and the <br />post-mining land uses were evaluated by reviewing cover data for the bond release bond parcels <br />(see attachment E). The various species diversity tests approved in the Seneca II permit were <br />also used to evaluate these parameters. Additionally, review of seed mixes and planting lists <br />applied on the bond release parcels were also evaluated. Applied seed mixes and planted trees <br />and shrubs are detailed in the Annual Reclamation Reports for the Seneca II Mine submitted to <br />the CDRMS on an annual basis. These annual reclamation reports cover all aspects of <br />reclamation applicable to the Phase II bond release parcels. <br />Species diversity was evaluated using Mandatory Test A - no single species may contribute <br />greater than 60 percent relative cover. All bond release parcels had no single species with relative <br />cover greater than 60 percent and thus Mandatory Test A was met for all areas. <br />With regard to Alternative Test B for diversity, the following calculations support the conclusion <br />that species diversity is moving positively towards final diversity. The test is based on species <br />density or the average number of species/100m2 with values adjusted for noxious weeds. <br />BRB-2 species density average value equals 17.8/100m2 (s = 4.7) <br />BRB-3 species density average value equals 22.1/100m2 (s = 6.9} <br />BRB-4 species density average value equals 28.3/100mZ (s = 6.6) <br />Mountain brush species density average value equals 31.5/100m2 (s = 7.1) <br />Sagebrush species density average value equals 30.0/100mz (s = 3.0) <br />Test calculations are as follows: <br />Mountain brush 31.5 - 1.15 (7.1) = 23.3/100m` <br />Sagebrush 30.0 - 1.15 (3.0) = 26.6/100m2 <br />Note: 1.15 represents z (a number of standard deviations) used to define the (lower) line <br />separating the middle 75% of probable values of species density within the given reference <br />area. <br />9 <br />
