OPERATIONS Manage cyanide process solutions and waste streams to <br />protect human health and the environment. <br />Standards of Practice <br />4.1 Implement management and operating systems designed to protect <br />human health and the environment including contingency planning <br />and inspection and preventive maintenance procedures. <br />• <br /> <br />The operation is: ^ in full compliance <br />^ in substantial compliance <br />Discuss the basis for the Finding/Deficiencies Identified: <br />Operating plans include a series of standard SOPS, which are managed as part of <br />the CC&V EMS and address cyanide unloading, mixing, operation of the in-heap <br />leaching process, process monitoring, inspection and maintenance, and <br />emergency response. Other management and operating plans and SOPs have <br />been prepared and are used in the daily operations at the mine. These describe <br />loading and unloading, mixing, caustic addition, and storage requirements, and <br />include appropriate check-offs by operators and delivery drivers. A Spill <br />Response Plan (SRP) is also in effect that addresses inspections, cleanup of spills, <br />monitoring, training, efficiency audits and team member safety. <br />CC&V's operating water balance is reviewed daily by the Process Operations <br />and Metallurgical Groups. A process solution inspection is also provided three <br />times a week by the Environmental Resources Group. The flow of new solution <br />to the ore can be reduced based on these review processes. Solution inventories <br />can also be shifted between the three phases of the VLF operation. Ore tonnages <br />loaded on the heap can be adjusted as required. These procedures can be <br />implemented individually with a targeted performance goal or they can be <br />additively employed as necessary in response to specific situations. <br />^ not in compliance ...with Standard of Practice 4.1. <br />The State has issued four "Authorizations to Discharge Under the Colorado <br />Discharge Permit System (a.k.a. CDPES) permits, one of which permits CC&V <br />to treat water with H2Oz and discharge to a normally dry gulch (Arequa Gulch) <br />in an extraordinary precipitation event.
