• I. Introduction <br />This Cyanide Emergency Response Plan (CERP) describes Cripple Creek & Victor Gold Mining <br />Company's (CC&V) standard procedures in the event of an unplanned release of cyanide from <br />its operations. While CC&V has a general Emergency Response Plan (ERP) and, Crisis <br />Communications Plan (CCP), this plan is specific to cyanide. The ERP and CCP maybe used as <br />appropriate during responses to cyanide-related emergencies. <br />CC&V has designed and constructed its facilities, developed its Standard Operating Practices <br />(SOP's) and trained its employees to minimize the potential for release of and exposure to <br />cyanide. However, given the toxicity of cyanide, it is prudent to prepare for possible releases <br />and exposures so that if a release or exposure does occur, adverse environmental. or health <br />impacts can be prevented or appropriately mitigated. <br />The CERP identifies potential release scenarios and specific response actions to stop or contain a <br />cyanide release. Emergency Response Coordinators and Responders are identified along with <br />necessary contact information under the CONTACTS tab in the ERP. The location of equipment <br />that maybe used for response and remediation is provided, and monitoring and clean-up <br />procedures are described. Internal and external spill notifications and follow-up actions are also; <br />discussed.- <br />In general- terms, CC&V's plan for emergency response to cyanide releases and exposures <br />• includes the following elements: <br />• Upon discovery of a cyanide release or exposure, personnel are to immediately notify <br />CC&V management. <br />• Personnel shall attempt to stop or contain a release if this can be accomplished safely. <br />• CC&V's designated Emergency Response Coordinator will direct the Emergency <br />Response Team, as necessary, to stop the release and contain any released cyanide. <br />• CC&V management will notify regulatory agencies, outside responders, and other <br />stakeholders, as necessary. <br />Released cyanide will be recovered, treated, and cleaned up and contaminated material <br />properly disposed of in accordance with regulations. <br />CC&V will investigate the cause of the release and implement measures designed to <br />prevent its re-occurrence.. <br />CC&V will evaluate its response to the release and modify the CERP and/or its response; <br />training, as necessary, to ensure an effective response to any future releases. <br />II. Plan Development <br />CC&V has developed this CERP with input from key employees. Potential release scenarios <br />were identified in part by Process Department personnel.
