1/10th foot. Overfill protection consists of both audible and visible alarms (horn and lights). The high <br />level alarm is triggered when the fill level reaches one foot from.the top of the tank. <br />• Additions of the diesel fuel additive are automatic when fuel is added°~to the tank. A flow controlled <br />pump turns on and off as fuel is added to the tanks. The gasoline storage tank has a level indicator,. <br />but is not configured into the high-level alarm system. <br />To control releases during product transfer at the fuel pumps, secondary catchment pads were <br />constructed to contain spills that may occur during heavy equipment fueling. This concrete pad <br />slopes inward to a grated opening over a sump. An attached pad serves the gasoline pump and <br />drains spillage` into the sump for the heavy equipment fueling area. Run-on of storm water is limited <br />through grading of the surrounding area. Transfer hoses are not allowed to extend to areas where <br />spills cannot be contained by the concrete pad. Vehicles, especially the mobile maintenance <br />vehicles, must be oriented on the pads during fueling to achieve spill containment. The catchment pad <br />is cleaned as needed to allow spillage to flow toward the grated sump. The sump is maintained to <br />provide storage volume for spilled product and collected rainwater. Operators are trained to be aware <br />of any leaks and to close valves or catch the errant fluid in containers to prevent contamination of <br />soils. <br />Transfers of petroleum products and antifreeze will be attended at all times by the equipment <br />operators or transporters to monitor for leaks and/or spillage. Chocks will be used by operators to <br />prevent unexpected movement of vehicles.during re-fueling. Barricades are in place to prevent the <br />accidental collision of vehicles with pumps and dispensing facilities. <br />Where product transfers occur outside of lined concrete areas, containment buckets, drip trays or <br />absorbents will be used to catch spillage. Captured fluids will be disposed of in the used oil tank or as <br />directed by Environmental Resources. <br />4.1.3.5 Spill Countermeasures (Clean-up Procedures) at the Fuel Farm <br />• Section 3.2 provides the general spill response procedures for use at the Fuel Farm. The following <br />narrative provides additional detail on spill clean up. <br />Clean-up of Small Spills <br />Clean up of small spills can be addressed~with sorbent materials (pads, oil dry, "kitty litter", and/or <br />sand) by placing these materials directly into the spilled pool of oil or antifreeze. sorbent pads that <br />have been used to remove petroleum products, including fuels, antifreeze, and oils, can be disposed <br />of as a conventional solid waste and can be placed into the commercial solid waste containers <br />(dumpsters) at various locations around the property, provided no solverits or other potentially <br />hazardous wastes have been added. sorbent materials that have been saturated with oil but are not <br />dripping can be disposed as conventional solid waste. <br />Leaks or spills of petroleum products during transport or during product transfer will create an oil stain <br />on the ground surface. CC&V's clean-up policy is as follows: If the majority (>50%) of the area <br />consisting of 9 square feet (3 feet by 3~feet) is affected (stained), then the affected area will be <br />removed (i.e., the soil and oil mixture) and placed in the blast hole stemming material pile or as <br />directed by the Environmental Resources Department. <br />Water captured inside the Fuel Farm secondary containment cells will be removed on a regular basis. <br />If the water has an oily sheen, it will be removed and treated through one of the oil-water separators <br />located at the Truck Shop Wash Bays. Absorbent pads are available in the warehouse and on mobile <br />fuel/lubricant trucks to assist in cleaning up minor spills. <br />Free liquids with an oily sheen that are collected in ,the Fuel Farm sumps will be pumped into <br />appropriate containers.
