SPILL RESPONSE GUIDELINES
FIRST. LEVEL RESPONDERS (any Team Member knowledgeable; of the safe handling of the spilled
substance) '

1. Safety is the first consideration when responding to a spill. Human life or health must not be jeopardized. Be sure the site of
the spill/accident is safe before proceeding. Treatment of life threatening injuries takes precedence. ~
2. Use common sense. ~
3. Notifv another Team Member, and call for help if needed.
4. Stop spill at source (if this can be done safely).
5. Stop spread of spill (if this can be done safely).
6. Report incident to supervisor as soon as reasonably possible. i
7. Recover spilled material and place in a contained area or treat to neutralize material.
8. Complete Internal Spill Report, after incident is managed. (Appendix A or MS F~ccei, "File", "Neu', "Misc.", "SPILLform").
SECOND LEVEL RESPONDERS (Another Team Member or Supervisor) '
1. Provide first level responders with everything they need to safely and effectively respond to the spill.
2. Inform the Environmental Resources Department so that proper external notifications can be made per regulations.
3. Notifv the Safety Department.
ENVIRONMENTAL RESOURCES RESPONSE
1. Vert field procedures are properly followed.
2. Determine information and notification requirements.
3. Notifv General Manager, if external notifications are required.
4. Notifv appropriate external entities within regulatory timeframe. Record details of who was informed of what and when, in
accordance with the notifications. I
5. Follow-up with an inspection of the site. Sample as necessary. Complete documentation.
6. Review incident and implement remedial measures if needed. i

OFF-SITE SPILL RESPONSE POLICY
Due to liability concerns; it is CC&V's policy not to respond to spills caused by other entities, including transporters,
unless: i
1. The spill is within the Cresson Project Area; or
2. CC&V has been requested to do so by the responsible party or the local emergency response team AND i
3. A response is specifically authorized by the CC&V General Manager or his designee.

vendors that transport bulk materials to and from the Cresson Project.
