result is that one and a quarter new jobs (direct and induced) can be supported in Teller County
for every $100,000 received from the fund. Table 12 shows the effects of the 2007 receipts by
the county.
Funds are received and used by local governments. The regional earnings multiplier for State
and Local Government (Industry # SOOA00) expenditures is 50.2%, while the statewide multi-
plier is 62.3%. As was done with the employment multiplier, a county multiplier was estimated
by multiplying the Regional multiplier by 0.85 to arrive at a multiplier of 42.7%. That means
local earnings increased by about $42,700 for every $100,000 remitted to the area, while regional
earnings increased by about $50,200 and statewide earnings increase by about $62,300. In total.,
severance tax payments are expected to add about 12 Teller County jobs per year.
Table 12 -Employment and Earnings Effects of the Severance Tax Payments by CCBV -Current
Production Levels and Gold Prices, 2007
Other Government Enterprise, Industry # S00A00
Severance Tax Payments
Amount Received - ($ thousand)
Estimated Employment Multiplier per $1,000,000
in Final Demand, Local Government -Industry # S00A00
Local Employment Effect
Estimated Induced Earnings Multiplier -
Local Earnings - ($ thousands)
•
•
Source: David Bamberger & Associates
Teller Region State
$1,000,344 $1,000,344 $1,000,344
12.050 14.177 17.424
12 14 17
0.427 0.502 0.623
$426,847 $502,173 $623,214
Reclamation Expenditures
CC&V will also spend significant amounts on reclamation work. Reclamation entails preparing
mined ground and reclaiming it to a suitable post-mining state, including revegetation, drainage,
and other improvements. Most of the reclamation activities are performed by contractors. While
there were no 2007 reclamation expenditures, Table 13 below shows the economic relationships
that are used in subsequent years. The amount spent annually for reclamation will increase sig-
nificantly in 2013 and reach a peak of $11.3 million in 2017. From 2007 through 2032, over
$70.4 million will have been spent on reclamation.
22
