Dudash <br />Apri19, 2008 <br />Page 2 <br />Rule 2.04.7 requires that the application contains a description of the groundwater hydrology for <br />the proposed permit and adjacent area including the seasonal quantity and quality of water within <br />each aquifer and the horizontal extent of the potentiometric surface of each aquifer above, within <br />and, if potentiall,'y impacted, below the lowest coal seam to be mined. As stated in the previous <br />paragraph, I believe that we can make the determination through adequate documentation in the <br />PAP that there would be no significant impact to the Rollins sandstone which lies below the <br />lowest coal sears. Therefore, based on 2.04.7 we would only require monitoring within and <br />above the lowest coal seam to be mined. I have the following comment for BRL. <br />Based on our review of groundwater information submitted to date and in accordance <br />with 2.04.7 and 4.05, the DRMS will require additional groundwater monitoring wells to <br />be installed and monitored for the Northern Extension of B-Seam Mine Plan and Federal <br />Coal Lease Modification {PR-11). These wells should be located down gradient from the <br />northernmost mining disturbance and the monitoring wells should be proposed for <br />construction within and above the lowest coal seam to be mined. The PAP should be <br />updated i;o clearly document that there is no potential to impact the Rollins sandstone. <br />Please update the Hydrologic Monitoring Plan accordingly and provide the DRMS with <br />the proposed plan for well installation prior to drilling and constructing the new wells. <br />Please Iet me knc-w if you have any questions regarding my review of PR-11. <br />c: Sandy Brown <br />
