Mine. <br />In our review we have determined that all the disturbances proposed in the modification are <br />covered by the previous environmental analysis and decision (2007, Bowie Resources, Hubbard <br />Creek Ventilation~~Emergency Escape Shaft- Decision Memo); in addition, this material is not to <br />be stored on federal land. Therefore, no other environmental analysis is required. <br />Regarding the adequacy of measures to protect Federal resources not covered by the coal <br />lease, no specific measures were identified in the submitted minor revision application. <br />Therefore, through evaluating current Forest Service direction, the activities proposed in MR-87 <br />must be conducted consistent with measures below in order to adequately protect surface <br />resources on NF;i lands: <br />1. During reclamation of the shaft site, any replaced/substituted soil material will be of the <br />same volume, quality, type, and viability of the material originally removed. <br />2. Bowie will be held to the reclamation standards as outline in the Conditions of Approval <br />for the Hubbbard Creek Shaft. <br />Provided that the application is not further modified, and the conditions listed above are carried <br />forward in the DRMS' decision, this letter constitutes USFS concurrence to the decision. <br />Sincerely, <br />/s/ Ryan Taylor (for) <br />LEVI K.
