Mathews <br />Division of Reclamation, Mining and Safety <br />101 South 3rd Street, Room 301 <br />Grand Junction, CO 81501 <br />Re: Snowcap Coal Company, Inc. <br />Technical Revision Application <br />Revise SoutFl Portal Reclamation Plan <br />Permit No. C-81-041 <br />~~~~I~~D <br />~~.~~ ~'~'~QDa <br />division of Rein' <br />Mining and S23atY <br />Dear Mr. Mathews: <br />On behalf of Snowcap Coal Company, enclosed is an application for a technical revision to revise exhibits <br />and narrative showinc~ the "as built" drainage features after reclamation of the South Portal as per PR-3. <br />This technical revisions also revises the final reclamation of the South Portal drainage pipe known as <br />Discharge 001. <br />Enclosed are Exhibits 6C and 6C-A showing that the french drain was moved during construction from the <br />north side of new access road 1-A to the south. This change enabled us to save more of the asphalt area <br />next to the shop and warehouse for use by the new owner. However, with this change, an additional 18" <br />culvert was installed to convey the continuous flow of the french drain under the access road to the <br />permanent rip rap ditch. Also, due to saving the asphalt at the warehouse, drainage from that area was <br />directed to the top of 'the reclaimed portion of Access Road 1. An 8" PVC pipe was installed to direct this <br />runoff to an 18" culvert and into the rip rap ditch. The enclosed exhibits also show the "as built" contours of <br />Pond 8. <br />In January 2008 the South Portal drainage pipe, Outfall 001, was pumped with 6 cubic yards of grout in an <br />effort to plug the flow. However, a complete plug was not achieved and a small amount of water, less than <br />1 gpm, continues to seep from the pipe. This technical revision will allow the operator to cap off and <br />encase the end of they pipe in approximately one cubic yard of concrete.
