• <br />Division 3 in a manner that will protect Colorado's ability to meet its __.._ __ <br />interstate compact obligations and to prevent injury to senior appropriators <br />in the order of their priorities, with due. regard for daily, seasonal, and <br />longer demands on the water supply. <br />F. These rules have as their objective the optimum use of water consistent <br />with preservation of the priority system of water rights and protection of <br />Colorado's ability to meet its interstate compact obligations. These rules <br />also have as their objective allowing fluctuations in the artesian pressures <br />in the Confined Aquifer within the ranges that occurred during the period <br />of 1978 through 2000, and allowing artesian pressures to increase in <br />periods of greater water supply and to decline in periods of lower water <br />supply in much the same manner and within the same ranges of <br />fluctuation as occurred during the period of 1978 through 2000, while <br />maintaining average artesian pressure levels similar to those that occurred <br />in 1978 through 2000. <br />Rule 4. Definitions <br />A. As used in these rules: <br />1. "Confined Aquifer" means the formations, groups of formations, or <br />parts of formations underlying portions of Water Division 3 consisting in <br />part of unconsolidated clays, silts, sands, gravels, and .interbedded <br />volcanic rock and containing saturated permeable material that yields <br />3 <br />
