Comments -=Compl i ance
K
Below are particular issues with regard to any of the compliance items.
Enforcement actions resulting from failure to comply with the Act, Rules
and Regulations, and the permit also are identified below.
4.02 - Signs and Markers
The perimeter markers should be changed, either by omitting the
number 77-419, or by placing the new permit number, C-017-81, on them.
4.03 - Roads
1. The culverts from the Mine No. 2 bin to Arctic Circle were
covered during road grading operations. These culverts should be cleaned
as soon as possible.
2. The channel of the North Fork of Coal Creek, where the Mine No.
5 road crosses the channel , was completely filled during a recent
thunderstorm. This drainage must be repaired as soon as possible.
4.05 - Hydrologic Balance
1. The Mine No. 2 coal stockpile had overtopped the drainage berm '.
at the southwest corner of the stockpile. This is similar to the problem
noted approximately one year ago. Drainage can be temporarily controlled
by extending the present berm to the east of this area by approximately
20 feet. When the stockpile is sufficiently removed, the coal outside
the berm must be cleaned up and a more prominent marker, marking the
maximum extent of the stockpile, must be erected.
2. Sediment pond 006 was filled with sediment. Mr. Bowman stated
that this pond was planned to be cleaned soon.
3. The Mine No. 1 undisturbed drainage culvert was filled with
sediment. This must be cleaned as soon as possible.
4. The culvert directing disturbed drainage down the outslope of
the Mine No. 1 bench must be repaired. Presently, the culvert is
non-functional .
5. Mines No. 2 and 3 were actively discharging at the time of this
inspection.
6. All sediment ponds should be checked and those that are full
should be dewatered. Sediment pond 009 and the Mines 1 and 5 sediment
ponds were noted 'to be full.
