Comments -=Compl i ance <br /> K <br /> Below are particular issues with regard to any of the compliance items. <br /> Enforcement actions resulting from failure to comply with the Act, Rules <br /> and Regulations, and the permit also are identified below. <br /> 4.02 - Signs and Markers <br /> The perimeter markers should be changed, either by omitting the <br /> number 77-419, or by placing the new permit number, C-017-81, on them. <br /> 4.03 - Roads <br /> 1. The culverts from the Mine No. 2 bin to Arctic Circle were <br /> covered during road grading operations. These culverts should be cleaned <br /> as soon as possible. <br /> 2. The channel of the North Fork of Coal Creek, where the Mine No. <br /> 5 road crosses the channel , was completely filled during a recent <br /> thunderstorm. This drainage must be repaired as soon as possible. <br /> 4.05 - Hydrologic Balance <br /> 1. The Mine No. 2 coal stockpile had overtopped the drainage berm '. <br /> at the southwest corner of the stockpile. This is similar to the problem <br /> noted approximately one year ago. Drainage can be temporarily controlled <br /> by extending the present berm to the east of this area by approximately <br /> 20 feet. When the stockpile is sufficiently removed, the coal outside <br /> the berm must be cleaned up and a more prominent marker, marking the <br /> maximum extent of the stockpile, must be erected. <br /> 2. Sediment pond 006 was filled with sediment. Mr. Bowman stated <br /> that this pond was planned to be cleaned soon. <br /> 3. The Mine No. 1 undisturbed drainage culvert was filled with <br /> sediment. This must be cleaned as soon as possible. <br /> 4. The culvert directing disturbed drainage down the outslope of <br /> the Mine No. 1 bench must be repaired. Presently, the culvert is <br /> non-functional . <br /> 5. Mines No. 2 and 3 were actively discharging at the time of this <br /> inspection. <br /> 6. All sediment ponds should be checked and those that are full <br /> should be dewatered. Sediment pond 009 and the Mines 1 and 5 sediment <br /> ponds were noted 'to be full. <br />
