0 <br />• <br />MINREC, INC. <br />2768 COMPASS DRIVE, SUITE 101 <br />GRAND JUNCTION, COLORADO 81506 <br />PHONE: (303) 245-4101, FAX 242-7908 <br />NORTH THOMPSON CREEK MINES <br />September Z4, 1993 <br />NOTICE OF REQUEST FOR PARTIAL BOND RELEASE <br />Colorado Water Conservancy Board <br />222 South 6th, Room 420-C <br />Grand Junction, CO 81501 <br />Dear Sirs: <br />Pursuant to Rule 3.03.2(1) of the Colorado Division of <br />Minerals and Geology (the "Division"'), you are hereby notified <br />that MINREC, INC. has requested a partial bond release with <br />respect to its North Thompson Creek Mines as more particularly <br />described below. MINREC is the successor in interest to <br />Snowmass Coal Company's Division Permit No. C-81-025. The <br />mine site and unit train loadout subject to such permit were <br />reclaimed by Snowmass Coal Company during 1987. The <br />vegetation on the reclaimed areas has been very successful, <br />and the Division granted MINREC a partial bond release, <br />reducing the amount of the bond for the entire unit train <br />loadout from $231,800 to $92,720. <br />The Diamond-A Parcel is a substantial component of the unit <br />train loadout facility. All reclamation obligations with <br />respect to the Diamond-A Parcel were deemed satisfied by the <br />Division upon the removal in 1992 of two concrete footers <br />located on the east bank of the Roaring Fork River. In <br />addition, the Division in 1992 approved a change in post- <br />mining land use for the Diamond-A Parcel from "agricultural" <br />to "residential" and "industrial." <br />Now that MINREC has satisfied the final reclamation <br />obligations for the Diamond-A Parcel and the Division has <br />approved the change in post-mining land use for the Diamond-A <br />Parcel, MINREC has formally requested that the Division grant <br />a partial bond release. MINREC is presently bonded for the <br />unit train loadout for $92,720 and has requested that portion <br />of the bond attributable to the Diamond-A Parcel be fully and <br />finally released, reducing the amount of the bond to $15,453 <br />(an amount necessary to revegetate the slope within the <br />portion of the unit train loadout facility lying outside of <br />the Diamond-A Parcel if the present vegetation fails).
