Twentymile Coal Company <br />Amendment to Special Use Permit <br />Permit No. PP2008-015 <br />Exhibit 1 <br />Proposal Summary: <br />Special Use Permit No. PP2004-002, approved by the Board of County Commissioners on <br />March 23, 2004, allows Twentymile Coal Company to haul a maximum average of 360,000 tons <br />of coal per year over a five year period. The current permit period commenced on March 23, <br />2004 and runs through December 31, 2008. <br />Under the Conditions of Approval, Specific Condition No. 11 states "The total trips per day, <br />averaged monthly, shall not exceed a maximum of forty (40). If the number of round trips is <br />going to exceed fifty (50) in any 24-hour period, Twentymile Coal Company shall contact the <br />Routt County Planning Director for administrative approval. This approval shall be on an <br />emergency temporary basis only." <br />During the last thirty months, from January 2006 through June 30, 2008, approximately 464,650 <br />coal tons (21,639 truck round trips) have been hauled from the mine load-out and north along <br />County Road 27 to US Route 40. During this same time period, the average total truck trips per <br />day were 24. <br />The current permit allows TCC's Foidel Creek mine to haul 360,000 tons per year. While <br />hauling 360,000 tons per year the total number of round trips per day, averaged monthly, shall <br />not exceed a maximum of 40. The coal hauling hours will continue to be 24 hours per day, <br />--except that_trnnk_haiilina_chall_not_oc.ciir.be.twee.n the ho-irs-of 7:n0_a.m. Ao_R_ 00 a._m: andl 4;n0_ _ <br />P.M. to 5:00 p.m. These exception periods shall only apply on those days when school buses are <br />using Routt County Road 27. <br />The current SUP No. PP2004-002 is scheduled to expire on December 31, 2008.
