(Page 2) <br />MINE ID # OR PROSPECTING ID # M-2008-043 <br />INSPECTION DATE 7/21/08 INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This inspection occurred as part of the Division's review process for a Limited Impact 110 permit <br />application. The application for the Pinion Ridge Pit describes a 9.9 acre permit area for extraction and <br />processing of construction materials. Affected lands will be reclaimed to support rangeland post-mining <br />land use. Three photos accompany this report. <br />Mining operations had not commenced. Site conditions were generally consistent with the descriptions <br />provided in the application with the exception of a significant infestation of Russian knapweed, <br />concentrated along the south-central portion of the permit area, and the configuration of the natural <br />slopes located along the north end of the existing bench, which appeared to be significantly steeper than <br />the 4H:1 V slope depicted on Map E-1, Existing Site Map. Permanent man-made structures located <br />within 200 feet of affected lands appeared limited to the access roads, which remain from previous <br />mining operations. <br />Vegetative cover for the majority of the permit area included, but not limited to, Rabbitbrush, Sage brush, <br />Yellow sweet-clover, Downy brome, Indian rice grass, Alfalfa, Broom snake weed, Musk thistle and <br />Russian knapweed. The Musk thistle and Russian knapweed are regulated noxious weeds, which, <br />pursuant to Rule 3.1.10(6), the Operator is required to control. The application includes a weed control <br />plan. <br />The site was previously mined under the conditions of permit M-1988-029, issued to Montrose County, as <br />well as prior to the county permit by an un-permitted operation. A significant stockpile of reclamation <br />material not utilized by the previous operations is located at the southwest corner of the permit area and <br />available for reclamation. <br />The Division's decision date for the 110c application, M-2008-043, is August 9, 2008. <br />No problems or possible violations were observed. <br />Responses to this inspection report should be directed to the Division of Reclamation, Mining and Safety, <br />691 County Road 233, Suite A-2, Durango, Colorado 81301, Attn: Wally Erickson, phone no. 970-247- <br />5469.
