I believe at least one of his <br />agreements is untrue. <br />3. If your mining and reclamation operations affect areas beyond the boundaries of an <br />approved permit boundary, substantial civil penalties to you as a permittee can result. <br />Evidently, this responsibility doesn't apply to this mine since they are well aware that <br />their operations will significantly impact outside of their permitted boundary. Actually, <br />only their operations on 42 acres of their 5500 permitted acres will impact outside of the <br />boundary. If the mine were to forgo strip mining on the 42 acre hillside east of Cripple <br />Creek, the mine <br />would be acting responsibly as a Permittee. Since the mine <br />won't act responsibly, it is up to the Teller county commissioners and the Division of <br />Reclamation, Mining and Safety to require they not strip mine these 42 acres so they will <br />be in compliance with the document Larry Newcomer signed. <br />How exactly will the mine affect areas beyond their approved permit boundary? <br />The new Heritage Center will need to be evacuated during blasting - it's outside the, <br />permit boundary. <br />The relocated Gold Camp Trail (part of the American Discovery <br />Trail) will need to be cleared during blasting - it's outside the permit boundary. <br />Noise, dust, lights day and night will impact all of Cripple Creek - it's outside the <br />permit boundary. <br />The value of the homes in Cripple Creek will decline by about 25% because of the loss of <br />the hillside (that's $15,728,565) - it's outside the permit boundary. <br />Wildlife according to the mine should go elsewhere - it's outside the permit boundary. <br />Increased heavy truck traffic will use the already crumbling streets of Cripple Creek - <br />it's outside the permit boundary. <br />Visitors to the Molly Kathleen mine just outside the boundary will "balk" at being 1000 <br />feet underground while blasting takes place - it's outside the permit boundary. <br />I think Larry Newcomer is well aware that the mine will have a negative impact outside the <br />permit boundary; when you are sitting on a gold mine, who cares about "penalties"? <br />Please do the right thing and help preserve the 42 acre hillside facing Cripple Creek. <br />Give the mine the right to strip 5458 acres - even the greediest should find that <br />acceptable. <br />Carl Poch <br />Carl Poch <br />1
