Sherman
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
The purpose of this memo is to update you on the meeting that was held on July 10; 2008 at Jim
Stover's office here in Grand Junction with Bowie Resources, LLC (Bowie) and their consultants
regarding groundwater issues associated with the Bowie No. 2 Mine. Attending the meeting were
Collin Stewart Bowie Resources, LLC, Jim Stover J.E. Stover & Associates, Inc., George Robinson
RI Incorporated, Joe Dudash DRMS via teleconference, and myself.
To begin Bowie had some specific questions which were best answered by a review of groundwater
regulations applicable to the Bowie No. 2 Mine. The following topics were then discussed in more
detail:
• Groundwater points of compliance;
• Obtaining Site-Specific groundwater classification of "Limited Use and Quality" for
groundwater within the permit area; and
• Permit Revision No.s 10 and 11.
Groundwater points of compliance were discussed with regards to the Rollins Sandstone, the upper
and lower perched aquifers, and the alluvial groundwater present at the mine site. Language has
been provided to DRMS in PR-10 regarding no impact to the Rollins Sandstone beneath the lowest
coal seam mined, which would alleviate the need for additional down gradient baseline data
collection and point of compliance wells for the Rollins Sandstone. We are currently reviewing this
information. The perched water zones and alluvial groundwater will still need to be addressed by
Bowie regarding baseline data collection and continued monitoring unless these specified areas are
classified by the Water Quality Control Commission as "Limited Use and Quality".
