2003. The Division reviewed the final adequacy responses and proposed to approve the renewal
and revision application on June 30, 2003. The decision became final on July 31, 2003.
RN-05
The Division received the RN-05 application from Trapper on June 20, 2007 and found it
complete on June 28, 2007. Public Notices were published in the Craig Daily Press for four
consecutive insertions beginning on July 13, 2007 and ending on August 3, 2007. The Division
sent four preliminary adequacy review questions and reclamation cost estimates to Trapper on
December 19, 2007. These questions requested ownership and control updated information; a
reclamation plan and reclamation costs for the October 8, 2006 slide area; reclamation costs for
annual development drill hole sealing; and an update to the Threatened and Endangered Species
(T&E) list in the permit and discussion of potential impacts to any new species. Trapper Mining,
Inc. submitted preliminary adequacy responses on April 10, 2008 which included updated
ownership and control information; reclamation costs and plan layout for the landslide area;
worst-case drill hole sealing costs for 75 holes; and permit pages to reflect the updated T&E
species list. The Division sent three additional questions on May 7, 2008. These questions
pertained to additional updates to ownership and control information; additional explanation to
address where topsoil utilized in the slide area will come from; and a raise in certain reclamation
costs. Responses to all of the Division's questions were received by the Division on June 2,
2008.
Revisions to the Permit
Minor Revisions and Technical Revisions which have been made to the Trapper Mine permit
since the last renewal (RN04/PR-05) are listed below.
Minor Revisions:
Revision No. Approval date Nature of revision
MR190 9/17/2003 Pit Limit Modifications
MR191 10/31/2003 Include New F-1 Haul Road and M-9 Permit Map
MR192 12/16/2003 Change Perimeter and Topsoil Marker Colors
MR193 7/27/2004 F-Pit Stripping Extension
MR194 9/21/2004 West Horse Gulch Pond As-Built Certification
MR195 9/8/2004 Updated SPCC Plan and Renewed NPDES Permit
MR196 10/21/2004 Modify Haul Road F-1 and Add Haul Road F-0
MR197 10/21/2004 Mining Limit Timing Changes for Z-Pit
MR198 2/18/2005 Update Haul Road Certification Map and Road
Construction Certifications
MR199 6/10/2005 Pit Limit Revision: F-Pit and Z-Pit
MR200 5/27/2005 Description of Shrub Establishment Test Plots
MR201 7/01/2005 Add Additional G-Pit Haul, Move Explosives Magazine
Area, and Revise A-Pit Mining Area
MR202 8/23/2005 Baby Doe Tub Pad
Trapper Mine 7 July 25, 2008
