3.0 Spill Response Procedures
SPCC Plan of Action
Refer to Attached:
• Spill Prevention, Control, and Countermeasure Site Plan
• Notification List
• Petroleum/Contaminate Spill Log/ Report Form
"Incidental" spills of fuel materials may be contained and cleaned up by field personnel.
"Incidental" spills are considered those spills:
1. In which personnel are familiar with the hazards associated with the spill material
and containment and response do not pose potential safety or health hazards.
2. Is less than 25 gallons
3. Can be absorbed or otherwise controlled at the time or release by trained
personnel in the immediate release area
Spills that do not meet all of the above criteria are considered "Non-Incidental" spills. I
These spills must be reported immediately to the Spill Response Coordinator with
information regarding the type of material spilled or released, the estimated quantity of I
material, the source of the spill, and whether the spill has reached the environment (i.e.
soil, ground water, and surface water)
Equipment available to field personnel for spill response includes
• Absorbent socks, pillows, pads, and booms
• Loose absorbent material
• Spill recovery drums
• Hand tools
• Personal Protective equipment (i.e. gloves, safety glasses, etc.)
In the event of a spill, field personnel are responsible for:
1. Assess the Spill situation
• Is it a "Incidental" or "Non-Incidental" spill
• Identify source of spill, the material and quantity spilled, potential
hazards, and potential receptors
• Notify Spill Response Coordinator
2. Protect Potential receptors
• Eliminate all ignition sources and turn off all engines to prevent ignition of
flammable vapors
• Ensure fire extinguishers are readily available
• Eliminate the source of the spill by up righting drums or other containers,
closing valves, of other similar actions.
