2.0 Spill Prevention and Control <br />Prevention of fuel spills and releases involves measures to prevent operational error and <br />equipment failure. Potential spill scenarios that could occur within the construction site <br />as a result of such operational error or equipment failure include the following: <br />• Tank leaks either from storage fuel tank on site or equipment fuel tanks along the <br />construction site. j <br />• Hydraulic system failures <br />• Spills during re-fueling/tank filling operations <br />Measures to prevent such spills include proper selection, construction, installation, <br />operation, and maintenance of equipment as well as personnel training. In addition, <br />frequent facility, equipment, and storage area inspections and appropriate delivery and <br />storage procedures can contribute to the prevention of avoidable spills. The following <br />inspection guidelines and procedures will be incorporated for spill prevention and <br />control: <br />• Storage or parking of equipment shall be in areas where there would be minimal <br />risk of contamination the waters of the state if there was a leak. Containment <br />structures such as berms, dikes or trenches may be required if there is a risk of <br />contaminating nearby waters of the State. ' <br />• Following Standard Operating Procedures for fuel delivery to storage tanks and <br />refueling of equipment <br />• Daily vehicle and equipment inspections <br />• Signs of leaks or other potential problems will be reported to the Spill Response <br />Coordinator for repairs <br />• Preventative maintenance on all equipment with records will be kept by Site <br />mechanic <br />• Check that tank system and/or equipment are being operated appropriately and in <br />accordance with manufacturer's recommendations and any State and Federal <br />regulatory requirements. <br />• Check that tank system and/or equipment are maintained in accordance with <br />manufacturer's recommendations <br />• Observe any uncharacteristic tank system operations and report to Site Mechanic <br />(pump hesitation, vibration, meter skipping) <br />• Report and repair any damage or defective monitoring equipment <br />• Report to the Spill Response Coordinator immediately if tank monitoring <br />equipment indicates a leak. <br />• Observe tank levels: note if levels are reasonable or if fuel is being consumed at a <br />typical rate or dropping faster than normal <br />• Inspect valves, gauges, pumps, piping, tanks, equipment, and containers for <br />condition, leaks, and deterioration <br />• Keep work areas organized and clean (i.e. good housekeeping measures) so <br />leaks/spills more readily identified
