SCOPE OF SPCC PLAN <br />Connell Resources, Inc. Spill Prevention, Control, and Countermeasure (SPCC) Plan has <br />been prepared to eliminate or minimize the potential environmental risk of <br />petroleum/contaminate spills, resulting from mining/crushing operations. Applicable <br />implementation components include the following: <br />Prevention: Operational Best Management Practices (BMP's) including operating <br />procedures, maintenance, training, inspection, record keeping, housekeeping, and <br />waste management. <br />• Control: Source control constructed to control the release of spills to the <br />environment, such as secondary containment structures for containers > 55 gal <br />• Countermeasures: Emergency spill response procedures, including spill <br />reporting, response, and clean-up procedures to be implemented by spill response <br />personnel. <br />This plan is intended to identify the spill risks present on the construction site and define <br />the facilities and procedures used to prevent, control, and respond to spills. Information <br />is provided in the following sections of this plan. <br />1.0 Construction Site information: Describe structures, equipment, and physical <br />characteristics of the construction site to control spills and prevent releases to the <br />environment. Identifies petroleum/contaminate spill risks at the construction site, <br />including the locations, types, and quantities of petroleum/contaminate on-site. <br />2.0 Spill Prevention and Control: Defines a strategy for spill prevention, spill <br />detection and construction site maintenance, including checklist for <br />documentation construction site/equipment/materials inspections and spill kit <br />inventory. Summarizes information related to operation and maintenance (routine <br />and following system upset) of specific equipment/material used for spill <br />response. <br />3.0 Spill Response Procedures: Define plans, procedures, and equipment/material <br />to be used by personnel to implement spill detection, reporting, response, <br />countermeasures, clean-up, and emergency notification contacts. <br />4.0 Spill reports: This section contains spill report forms to be used in the event of a <br />spill at the construction site. Spill records for the construction site will be kept at <br />Connell Resources, Inc. main office. <br />5.0 Maps and Drawings: Includes site location information.
